• Desk Review and Inception Planning
  • Conduct a structured desk review of key policy, legal, and operational references relevant to the development of the Revised NEPF Operations Manual.
  • Prepare an Inception Plan including a gap analysis of existing evaluation workflows, methodological approach, consultation and validation activities, workplan, structure and content framework for the manual, assessment of risks, coordination and quality‑assurance arrangements.
